Judge Blocks Enforcement of Kansas
"Kiss and Tell" Law
The U.S. District Court of the District of Kansas today granted a preliminary injunction against enforcement of a law that threatens the confidentiality of teenagers seeking health care services. The injunction ensures that Kansas adolescents can still receive confidential care until the court reaches a final decision in the case.

What is FGM?
Female Genital Mutilation (FGM), is the collective name given to a number of cultural practices that involve the partial or total cutting of female genitals. FGM can be performed as early as infancy and as late as age thirty. However, most commonly, girls experience FGM between four and twelve years of age. The origins of FGM remain unclear.

of the Child
One out of five people in the world is an adolescent. Like many other groups, adolescents all
over the world have specific concerns and problems. The Convention on the Rights of the
Child (Children’s Convention) addresses the human rights of all persons below age 18.1 Since
most people who are considered adolescents (see box) are below the age of 18, the Children’s
Convention encompasses their human rights.
