Model State Laws Promoting Reproductive Rights

One goal of the Center for Reproductive Rights' state program is to provide tools to state legislators and policy advocates to promote reproductive health legislation. One key tool is model legislation, which can serve several functions: (1) give legislators and advocates ideas about worthwhile legislation to pursue; (2) provide expertise on a particular topic; (3) provide a legislative blueprint for drafting. Please note that our models are intended to be used only as aids in drafting legislation - the language will need to be adjusted to conform to the existing laws and circumstances in a particular state.

Collaborative Practice for Emergency Contraception: Model legislation designed to increase access to EC by enabling pharmacists to dispense EC directly to women.

EC Education Bill: Model legislation designed to address the fact that most American women are unaware that EC can prevent unwanted pregnancy after unprotected sexual intercourse or contraceptive failure.

Legislative Advocacy Packets
Another tool we provide are legislative advocacy packets which include talking points, factsheets, statutes and strategy guides, in addition to model legislation. These packets provide all the tools necessary to draft and promote new legislation.
