What Is the Teen Endangerment Act?
Congress is expected to vote on the Teen Endangerment Act, known by its sponsors as the Child Interstate Abortion Notification Act, H.R. 748. The bill severely restricts a young woman’s ability to obtain an abortion outside of her home state, with or without her parents’ knowledge. And it creates a confusing maze of requirements designed to isolate some teens and leaves some with no safe options.

The Tenth Circuit will review the U.S. District Court for the District of Kansas’ July 2004 decision, temporarily blocking the reporting of consensual sexual activity between teens by health care providers and counseling professionals to child services. The original challenge against the law was brought by the Center for Reproductive Rights on behalf of obstetricians and gynecologists, registered nurses, psychologists, social workers, a family practice physician, a sex education teacher, and a perinatologist.

Implementing Adolescent Reproductive Rights Through the Convention on the Rights of the Child
One out of five people in the world is an adolescent. Like many other groups, adolescents all over the world have specific concerns and problems. The Convention on the Rights of the Child addresses the human rights of all persons below age 18. Since most people who are considered adolescents are below the age of 18, the Children’s Convention encompasses their human rights.
